I've downloaded the Ragnarok Restart, but when i open the game to click "agree" i cannot click anything. The mouse roler works fine to read the terms but i'm not able to click.
Need help. 
I can't click anything !

Happens to me often.. If you're playing in windowed mode, just click off the game and then back onto it. fixes the issue.

I don't know why, but if u use windows key and click again, everything will be okay xD

Have you tried to toggle the checkmark on "Mouse Exclusive"?
Start "Setup.exe"
-> If the the box is checked, uncheck it -> save -> try again
-> If the box is unchecked, check it -> save -> try again
