Only half refer to that. ^ Morroc isn't destroyed anymore. The NPC for arrow crafting is by the south kafra, to the left, just above the street. He looks the same but has a different name.

 

Same items. It doesn't give you much notification that you completely it though so just check your skills after completing it. It's so half assed set there they didn't even try.
