A new ragexe was released, if you are using a security application like AVG or Bitdefender then it is possible they blocked the file from launching.
Try to disable the application momentarily to test this out, adding RO related files to the application's whitelist is advised.

Same problem here, but it worked last night after patching.

Try the following if your client was last updated on July 6th:
You might need to disable the active security shields if there are any during this process.
