What is your level? If your are bewteen 70-140, go to Luna and kill those bears! Don't forget the quest that gets offered by the only NPC in that map!

I think he is lvl 130+, because he wants to level there.
If you don't find party at OT you can go to Eldeon and look for a party at Pincers and then im Marsh of Ghost.
But at the moment a lot of people are leveling. should be not that difficult to find a party.
