Hey Guys.
I have a 95/70 Mastersmith and I never got the open buying store skill, so I went to Alberta in order to grab it, but the Purchasing Team NPC told me that he doesn't have time for me. This worked for my other account... am I missing something?

Does your smith have Vending 1+?
You need Vending to learn Open Buy Shop.
