my level 6 brandish spear dmg was 1.2k 

after i level it up to level 7 my damage went down to 800

same mobs (high orcs) my damage went down after leveling my brandish spear from 6 to 7

 

i tried un equipping my weapon and equipping it again still the damage is lower

Closer enemies will receive more dmg iirc.

 

Brandish gains AoE increase at lv 7, so maybe you hit the enemy that were 2 cells+ away.

 

Try to test again with monsters that are right next to you?
