If i use GRF editor for gutter lines show at maps, can i get banned for changing the file or something like that?

No it doesn't mean that. It refers to buying goods from NPC and advertising them as something else.

For example, Sunglasses from NPC being vended and advertised as Sunglasses [1]. This behavior is not allowed.
