As stated here and in many other places, Warpportal is currently experiencing DDOS attacks and when that happens, it affects all of the games, websites, and forums. This is not only affecting ROSE. It's extremely frustrating for both the players and the staff but they are working on it day and night.
All we can do is be patient for now. ROSE is back up by the way.
