best for low headgear for a DB Rune Knight?

there are all on "the same price" 
i see Long Octopus brings me +30SP plus the +1 Int for a better price than the Jinn Marin, and Banshee +3%sp, what is the best deal to make more damage with DB?

Just do the calculation. Octopus is better at early levels when you have low msp (900ish) and only if you are not using gears that boost your sp. But still trivial. Then Banshee only gets much better as you level up.

the difference is so minimal tho, pick whatever will be most usefull with other of your classes as well.

If you're limited to what you've listed, go with Jinn Marin. It's the most useful out of the 3.

I desocketed my RWH for Sunnies, but I can only use Mob Scarf in certain situations because it reduces cast time and that's bad for reasons. It can be used majority of the time, but it can't be used for pretty much the only thing I do with my RK army.

That's because you can haha But I might do it as well, but for hwhb. Otherwise I would have 2 mids and missing my hat lol That's why I need this update like naau so I can switch to hwhb and sunnies in one go.
