It just puzzles me why they're rarely sold on Ragial. Is it because it's not working as intended or is it because there's only a few of it circulating in Chaos server?

It is a little bit of both, the proc rate is really low I would guess around 1%. I have all the model hats and tested them a while back, they just don't proc enough. Certain other websites say it has the same proc rate as Ifrit Crown, but it didn't feel that way to me....
Most people use Ifrit Crown for the meteor storm cast anyways.
If it is the same rate, I understand why it would be sought after, only taking up one slot. But I don't think there are a ton active on the server right now.
