My assassin hits 2~3 with left hand skill on max (using katar). Its bugged or Im missing something?

What level is your katar mastery?

 

I don't think right hand/left hand mastery works with katars. Only when wielding daggers (not 100% sure on that).

right/left hand mastery has no effect with katars. You need str,dex,katar mastery, double attack, and weapon attack for it.

 

Edit: To be exact, Double Attack has +21% secondary hit damage with Katars, which bring the total up to 25% of the primary hits damage, so without double attack, the secondary hit should only do around 4% damage.
