I have mine at level 10 but it's not 65% steal chance(feels more like 10-15%). Unless I am super unlucky. Do i need luck?

Difference in dex between you and the enemy also affects the steal chance

So where does 64% chance come from? In the irowiki formula its only item drop rate, skill level, user dex n enemy dex?

Here's the formula

 

Purported Success Rate: Item_Drop_Rate × (User_DEX + 3 × Skill_Lv - Target_DEX + 10%)

 

The success rate from the skill itself is more of a generic guideline.

Also, keep in mind, Steal checks each item one by one going down on the drop tables, for example:

If you are trying to steal from a poring, each Steal attempt with first try to steal a Jellopy, if it fails, try to steal a Knife, then a Sticky Mucus, etc. If it fails ALL of them, then it returns on your screen the "Skill Failed" message.

 

Also, Steal will NEVER steal the LAST drop slot on the drop table (which is always reserved for the monster card).

 

Generally speaking, you want to steal from monsters who have high value items on their first 1-3 slots, because it is always more likely to steal from the first few drop slots than the last 3-4 slots, specially if the first items have high drop chance. So it is way more valuable to steal from monsters like Anubis: http://db.irowiki.or...ster-info/1002/ and Raydric: http://db.irowiki.or...ster-info/1163/ in comparison to a Lava Golem: http://db.irowiki.or...ster-info/1366/ or an Anolian: http://db.irowiki.or...ster-info/1206/

Your Raydric and Anubis links are actually poring and Anolian links. If you hover over them, they give the MID of the other monster. not sure how that happened.
