i have a assassin ml 30 and i cant do the quests to rank up A i dont have any quest and i dont have a guide or something to guide me please help me, i already talk to the npc and kill one boss but i cant do any misions and i cant rank up.

If you're still having this issue, it'd be helpful if you can provide more details. I assume you talked to the NPC near the gate in Morroc and killed the boss in Fortress of Sandarman? If you completed that quest, the NPC should've asked you to go report the success of the mission back in the assassin's guild.
