Like the title said it's not working.
I use a huge amount ("for me") of zeny for this item and it though I can use it. 

there is no indication whatsoever that I'm using it wrong.

if this is normal then it's better to delete this item than let it stay in the game useless piece of junk
it's kinda frustrating to know that the game has paperweight items.

how do I remove the honing of an item if this kind of item doesn't work?

I've personally checked all the Complete Honing Scrub available in game (60000757, 70000880, 70000886, 70001073, 60000800, 70002013, 70002016) and they all do work properly.

Have you edited your UI.vdk? 

If you edited it, then please replace the edited file with the original.

If that's not the case, please visit this link and send a ticket to the Support Team for them to assist you. You should attach a Screenshot to show them item you are talking about and remember that you shouldn't edit it or crop it like you did above.
