i need suggestion if should i put double attack skill ony my soon to be crit sin?

Most likely you should. If you're going katar crit, double attack effects you second hit damage a lot. The second hit/off hand hit does 4% damage normally, or 25% with lv 10 double attack.

How bout dex do i need to put like 20 dex or something?

if you planning for a pure crit build ,no . Either go ~40 dex for grimmtooth or you pretty much safe to leave it at 1 if you think you never ever will use it.the descision is up to you.

Just dont use gear that enables DA '-'

If you do katar crit, DA is a must, it is around 20% of your damage.
