while lv.ng-up more my p.wave build sorc, I notice the double bolt buff(forgotten) 
, looks fun if I combine it with 2 magical ring.
I already complete the elemental set & N.cap & L.rainbow but all +0.(saving it for fun)
is +10 working? (not in ragial) thanks

It wont as it is stated that the bonus applies up to a max refine level of ten
It only says it about the skills, not the MATK Bonus.
