Yeah it is.
Actually the dumb part is the +10,it's ''fair'' to get +0>+9 and +10> +12
+9>+10 is the real problem,i wish they could change it
Completely Agree too, it's way too dumb, 9 HD Elus and over 200 enricheds to my eddga hat, now at +7 and i'm broke 
had way too much bad luck to get it back to +9 too. rip my mony

I got my Old Midas Whisper to +10 with about 15 enriched and 1 hd elu. I went first try lol. I then decided I wanted +12 now and used about 350 hd carnium to get that.
Since I just wasted so much $ making it +12 they will probably put the upgrade bonus past +10 in next week lol

Getting +9-+10 of 8% chance of RNG is a meh. But some items are giving op effects like scrotum which gives 10% hp/sp when upgraded to +10.

I still upgrade gears to +10 so that I wont regret missing it when the +15 refine event arrives.

Hum, took around 240 e.elu and 15 hd elu to +10 my Old Midas. So far spent exactly 200 HD Carnium to +10 my Old Midas.

Some items also give OP effects when upgraded to +9 or +8.

I usually buy them so i dont regret either but Bio 5 Headgears are different since they are account bound (which makes me hate more the +10 system).
I prefer to wait until they release something more safe or until i have enough money,my focus is my rebel (and it's the only reason why i'm still '''''''playing'''''' the game,not worth to waste money in a 3rd class),the good part and bad part of being a expanded class is : We don't have bio 5 headgears

i thought exactly that too, "will upgrade eddga to +10 now and get it +13 later" now i'm broke i'll try again when the event is ending, the legend says the rates are higher 1 hour before maintenance (i may or may not have created that legend right now )

I think they should either increase the +9 to +10 chance, or let we use Enriched Hammer up to +10 (instead of +9) or simply make Safes to 10 so abundant that the price would drop to 50M or something.

I've already spent more trying to +12 my hat as opposed to 5 e.elu boxes trying to +10 it. Yet it's still +10. Rates are rigged.
Update : spent 700m++ (roughly 70 boxes) worth of HD Carniums and it's still +10.

Rubbing salt in... <25 to up my Midas and Abusive to +12, 150+ to Bone still +10, but hit +11 like 4-5 times.

Based on the published rates (which MAY be wrong, it's 8% to get +11). I'm gonna cap out at 1b spent lol.
Speaking of enchanting, enchantment also failed from 2>3. RIP bad luck brian is haunting me T_T

My RK just reached lv.170 and got the Old Rune Circlet. Upgrade was all successful from +0 to +9, then failed only once at +10. Used a total of 7 Elunium, 3 Safe to 7 Certs, 3 Enriched Elunium(2 from +7 to +9, another from +8 to +9 after failing at +10), and 2 HD Elunium(second time success at +10). Looks like this is my lucky day, but I will pass on +12 until the +15 Refine Event is active.
