You're not wrong on damage, just utility wise it's better to use 2 of them.

2 Fairy leaves:

 

dex +4

10% cast delay reduction (5% each)

4% ranged damage (2% each)

10% ranged damage (if user has 100+ dex) (5% each)

 

Set Bonus (Apply only once)

 

EA1

5% delay reduc

5%ranged dmg

 

EA2

5% delay reduc

5% ranged dmg

 

So total: dex+4, 20% cast delay reduction, 24% ranged damage.

Personally I would go with a Fairy + Sarah EA1 EA2 for accessories.

Perfect Sarah (EA2 EA3) = +10% Ranged Damage, 20% ranged if double perfect.

 

Fairy + Sarah ea1 ea2 = 2 dex, 15% after cast delay, 23% ranged (2% base, 5% 100+ dex, 5% ea1 bonus, 5% ea2 bonus, 2% from ea1 itself, 4% from ea2 itself)

Also making a Sarah EA1 EA2 isn't that hard to do (also just made one on first attempt :v). At least its a solid choice for RKs.

FAW is also a good option if you have many accounts coz sarah is account bound and has lvl requirement.
