i got the same problem..
before i cant top up from steam, send a ticket and then they replied because my acc has eligible use for purchasing and they suggest me to purchase with CC or other method(bruh theres only 1 way for purchasing from steam) after that reply i send ticket again and now i cant log in with the same prob as you.
