Tengu is better for pure damage. Mob Scarf will give other benefits.

Mob Scarf all the way.

+% Attack

+Aspd

For DPS if you have decent after cast delay bypass the extra aspd will help you whup ass that much faster, not to mention giving you a card slot when you use sunnies to do whatever you want.

You need 50% Delay Reduction just to be able to do 2 attacks per second. Doram has less slots it can actively focus on compared to other classes so the only situation where you will be amazingly good is if you happen to have strings. Mob Scarf is good, but Tengu Set will provide for damage overall since you can already get an easy 20% ATK without a Mob Scarf. That being said, in a PVP environment you can easily get that 6% demi human reduc and 10% max HP which is a nice plus.

I have 2x kiel and a +15 HWHB so yes I have > 50%

For an average punter it is not so hard to think of +12 HWHB which is 17%, new wave glasses 10% and medical scrubs 10% which is 37% delay reduction, which you are absolutely right mate.

Mmm, anything less than 50% is a waste though, but if you got the Kiel x2 and one in a HWHB then yes, it is amazeballs, that is exactly enough delay reduction to do 3~5 Picky Pecks per second depending on ping etc.
