Will it make you never miss a target at a 100% chance?
When an archer card set proc with perfect hit, is it limited to a perfect hit with the monster it procs? Or does it have a limited time which you can perform a perfect hit at any monster?

What do you mean by "perfect hit"?

Perfect Hit is a secondary roll, I don't think it applies to skills, but it definitely applies to regular attacks. It will always hit the enemy UNLESS the attack is ranged and the enemy is covered by Pneuma.

I believe Perfect Hit is a substat. It's granted from only a few cards/gear at most. All I can think of is the Archer card set (Merman Card, for example) and Gungnir/Gungir [2]. I have some experience with using Gungnir [2] on AGI Up'd MVPs with Vanishing Point on my RG. It sure seemed like 25% of my VPs would land but I didn't do any real tests.

it does work for skills too, it's basically a X% chance that the attack will ignore accuracy check.

the only perfect hit I know is a critical hit.
