Skin seems to be rare, I'm currently upgrading it to see if its 22% reduc as stated (my db rk only 100int).

Umm is it really worth sacrificing ranged attack damage from Menblatt carded FAW for this new garment, even if it has 24% cast delay reduction?

Depends, but if you have high enough aspd and close to no cast time, 5DBs a second definitely worth. Also eliminates the need for kiels, just tao will do.

 

 

EDIT again: Cost me 180m to upgrade to +8 lol. still testing gimme sec.

I got played.... nothing but the crappiest items...all i wanted was a imp ring...lesson learned..Cant Stand when they add garbage loot to a box that requires cash to even get. Its like hey i got these skittles you can buy but beware some skittles might be colored turd stones instead.

It clearly says 'Reduces the cast delay of skills by 2% for every 20 base Int and Dex', so if it happens to be VCT instead they need to fix asap since it is a bug.

I have SPECIFICALLY bought ocp12 for this. My test doesnt seem to give me aftercast reduct but I WILL NOT assume that's the case. This is a bloody scam if it's variable cast time because it has misled me to purchase for this.

The irony is that if it is indeed VCT rather than cast delay, spell enchanted FAW can achieve way more VCT reduction, then what is the reason to use this garment over FAW at all?

So by all means it IS skill delay, however if the script for whatever reason is incorrect, it will need to be added to the fix list. But I am pretty sure it works as intended.

If the description is correct, you get 2% reduction per 20 points of INT or DEX. This means that you get 12% for 120 INT and another 12% for 120 DEX, which makes a total of 24%. But of course, it may not work this way, so it is only speculation for now.

The jRO description is clear, 1% per sum of 20 INT/DEX base. It is SKILL DELAY, aka Kiel. So 24% Skill Delay. It is a really good garment for CL Locks.
