I suppose there should be something wrong with this gear, so pls fix it.

I read it somewhere here and posted by Camp. It should be 2% for every 20 dex and 20 int, so if u have 120 dex and 120 int it will be 12% cast delay.

It's 1% Cast delay for every 20 int or dex. 5 ATK as well, so the maximum one could get is 65 ATK and 13% skill delay reduction with 130 int/ 130 dex.

12% after cast delay on a garment is still good considering we only have headgears and accessories (non MVP gears) that reduce after cast delay at the moment.

If the Enforcer cape ever gets fixed, that would also give a good chunk of aftercast delay (to GXs).

I think this should really give 24%.
2% Cast Delay for every 20 base Dex & Int. In other words 2% for every 20 combined Dex/Int.
If you take out "and Int" should it give 1% for every 20 base Dex? NO

So which one is which? Why is the atk part working as a combined int and dex? and the delay part working as separate?
Many players bought it because of this "great" gear, turns out to be just an "ok" gear.

It's still a great piece of equipment. The fact that it doesn't outright replace an MVP card doesn't make it only "ok".

that's why they should fix it to give 12*2 bonus as with the atk bonus.
atk bonus clearly gives +5 atk for every 20 base stats
and the delay bonus should follow suit as well, -2% delay per 20 int, -2% per 20 dex
because they are pretty patterned the same way
they should fix the item to give what was originally written in their released description or they should be sued

Nope it is not great. Perhaps to say its only 'okay' is a bit understatement, but it surely is nowhere near 'great'.
