You’re missing out on the aspect of psychology in terms of expectations.
If people see and expected something great, having something mediocre wont cut it. This skin is not a bad item by itself per se, but after what we read and expected out of it originally, it is a major disappointment. Everything is relatively perceived, so it doesn’t satisfy guys who’s read the item description in the website and expected something good.
I’m already thinking our forums reactions are mild for this type of particular disappointment compared to other games i play. Must be due to the fact that we’ve already been constantly disappointed
You are absolutely right, this was exactly why I've been arguing on the point of this item being 'great' or not. It may be about semantics, but to most ppls a 'great' garment is something that is about as good as FAW. Not necessarily have to be an upgrade of FAW(in this case its more than just great, we call it 'OP'), but ppls expects that a 'great' garment should be at least a neat replacement of FAW, in which one can substitutes the other perfectly.
Sure it is above average and clearly better than some ppls giving it credit for, it is a good options for some low level and low budget chars. This skin of Gwiber is definitely neither an upgrade nor a substitute for FAW, the 30m market price reflects how much it is worth. This is what we call 'expectation', and misled ppls can make wrong decisions such as trading Imperial Ring or even Giant's Protection for Skin of Gwiber, and ended up regretting this.

2% for the atk part and 1% for the cast delay part?

exactly why people read the forum, asking for review and usage of new OCP content.
then again, if the content is angled, the example quoted above is likely to happen.
it's like the other guy who opened OCP 12 specifically to get this item for his RK, cause at start we all assume it's 24%
