Echio card has the same restrictions as miniboss cards.
Its normal mob with regular spawn.

It is not a boss monster. The binding is not intended and it has been like that for a long while.
Added a note to the staff to look into it, again.

The binding has been relaxed on Nov 16th weekly maintenance.
Echio card is now tradable and vendable.
