Oda Elixir = +10 to All Stats
Lucky Rice cake = +21 LUK
Lucky Rice cake should override the +10 LUK from Ctizen's Elixir
By any chance can we have a fix on this... we all the know that using higher +stat foods will override the existing lower buff... but miracle elixir is not functioning that way...

You mean the lucky rice cake is not functioning properly? As it is what you've said, it should override the +10 on luk from Elix.
