So I am somewhat new to warlock. I am curious if the summon [element] ball skill adds the elemental damage increase per orb or is just the set percentage listed in the skill.

To clarify a little bit.
Would a level 5 summon fire ball give me 300% per orb totaling to ~1500% or would it be 300% for having any number of orbs out?

If you like that style of play, you'd probably want to build up to a Tetra Vortex build then as it's basically the same concept but much stronger --> summon orbs, release powerful single target spell.

No it doesnt, that dmg is for the release skill, but won't add more matk to your base matk

Oh did I misunderstand his question? I thought he was asking for damage done when using release, I didn't think he meant it boosts your matk since that is very noticeably not the case.
