I overheard someone on discord say that Samurai Specter card effect only works on 'normal' monsters and not MVP? If this is true then this card is useless?

if you have no plan on using it to someone it really is useless

Normal Monsters and Players. It's basically a PVP card.

He It has the MVP tag, but it's not Boss protocol. (you can inflict status ailments on him, 100% spell break chance, etc)
