for pvm the atk part is good. For pvp/woe, is just an extra one that may or may not matter if you have stupidly good gears, because what kills in pvp/woe is the irreduceable damage.

In pvm the bonus acts more like a bonus....in pvp the atk part is more like the bonus damage you add on top of your huge hp missing part damage wich is irreducable

Damage (ATK) = [Base_Damage × (BaseLv ÷ 100)]% + Bonus_DamageAll reducts will effect everything apart from the Bonus Damage, the bonus damage however would be affected by Ghostring Armor, since the skill itself IS Neutral. So GR Armor would reduce it, and Stoop + Energy Coat.
Sadly most of the damage comes from the HP which is mostly not reduced.
ranged reductions dont reduce goh damage. It is reduced by DA and Blinding Mist because its tagged as a ranged attack (blocked by pneuma), but ranged reductions are not in its damage formula, like ranged dmg% isnt.
so what is it really? does it reduce partially or nah?
also, does demi human mods like hydra/KVM weapons increase GoH damage? i mean the bonus part

Even though lvl 5-10 GOH is tagged as ranged attack, it isn't reduced or increased by any range attack modifiers. The main purpose of level 4 or 10 GOH is flexibility for attacking enemy that has either safety wall or pneuma.
2000% (lvl 4 GOH) can still kill the enemy since it can be spammed 6 times (initially 3 hits with Zen and RD for another 3 hits).
The attack part however (not considering the bonus damage from HP) can be reduced by physical/demi human reductions. If no element enchantment was used, neutral reductions (Raydric, DR, etc.) can reduced it also. If it was enchanted with element, you must guess the element used to reduce the attack part damage further.

Sorry, I feel like my post was poorly worded so I will correct it here, first and foremost by saying that what angelo says is incorrect.

This portion is reduced by everything that can possibly apply to the skill.
This portion is reduced ONLY by Ghostring (because the skill is forced neutral as a whole), Energy Coat and Stoop (because this is a FINAL reduction that is applied at the very end of the damage formula).
When I said "Sadly most of the damage comes from the HP which is mostly not reduced.", I meant to say is that in a PVP/WoE environment, it is sad that most of the damage comes from the bonus portion, it is THIS part that kills most people in a single shot, even more so with the unfrozen shadow set as this allowed Sura to get the best of both worlds.

My bad, what I meant in the sentence you highlighted in bold is GOH in general and forgot to specify that HP portion can only be reduced by GR and also the energy coat and stoop which I wasn't able to include because I totally forgot about it considering they are more class specific reductions hihi.

How can one reach this damage without gods? or similar damage or around 500k? I am only doing pathetic 100k ~ 200k dmg on MVPs.

2. It also exploits spartacus [2] +10 effect to more than double damage against everything.

side track abit.
i've seen sura on Thor doing max damage (999,999) in bio5 using Final Combo while mobing 3~4
i tried to stimulate on sakray w/o trying MoT. at best i'm getting 600k with TGK armor
Sakray was lacking some of the newer OCP items such as BSG / RecoveryRing[1]
& i have my doubts that he's using MoT, Thor has very very limited amount of MVP cards.

you mean TC combo. Its very easy to do a ton of damage with it, and going past 999999 without TT is far more than doable.
how? i've never seen any figures beyond 300k for my TC combo
i prioritize stacking ATK over HP, am i doing it wrong?
endow element gives very little damage as well
there's only 1 person who has MoT in thor. and i think it was compounded in a giant xbow
last i saw was on a +14 lindy
