looks like this month spotlight is clock tower and nightmare clock tower, does it mean both base/job exp and item drop rate is 2x in those 2 area ?

Monster density (spawn rate) is doubled too when a map is spotlighted.

Except for the current spotlight and Bio4, since they already have a perma x2 spawn count.

Correct. Only VIP rate, manuals, and server rate affect exp gained from board quests.
