Why are some seemingly useless or meh headgears so high in price? Like the Toucan hat, or the defolty hat. Are they ingredients for a different piece of gear?

Not sure what the Toucan hat is but if it's any Silvervine quest hat it will scale with silvervine prices.

All it does it +3 dex and it's selling for 200mil
