Game Master i want to ask, why there is some delay when the character or the monster is attacking?

It has to do with the latency between the server location and where you are located.

The servers are located in Calfornia, USA.

 

Depending on your location the latency (the delay between client->server responses) can be noticeably high.

For the EU region it is usually around 170~220ms while it can be up to 400ms in some SEA regions.
