Oh I see, even with two keraunos (each has 55% reduction for variable cast) there is a very tiny cast bar (around 0.01 sec approx) that shows when I cast it.

Relog? That's what happened to me when I hit 150 and had my Keraunos on, just had to relog and it worked fine. That or something broke when they fixed the Power Absorption bug.
Edit: Tested with my sura, I seem to have a very short cast time as well. Maybe something did go wrong when they fixed the PA bug

With some help, the following are confirmed:
- Lightning Ride's Cast Time is fully variable.
- Keraunos [1] works in regards LR cast time reduction.
- Wearing 2 Keraunos [1] results in instant cast LR.
As for the behavior with the cast bar being visible:
2 Keraunos [1] equipped sends the cast time value into the negative, due to the negative value the bar becomes visible *again*.
It is important to mention that if the cast time = 0, the cast bar is turned off. It is possible that they did not put a check on negative values, go figure.

How's your damage for lightning ride? I finally got a +7 old blazing soul, with a +9 carga double archer skel, I went from 37k to 61k. Waiting for next upgrade event.

Its pretty neat with tomb of honor monsters. or other boss protocol targets. ranges from 250k to 350k with converters. For Rampage blast, it ranges from 700k to 850k with converters..

I have no special enchants used on my blazing soul. its only +10 with no card yet. enchants are only dex 3 dex 1 and int 4 which are not really good. I was hoping for a magic essence enchant but no luck.
The key stats to boost are atk and range atk modifiers. Use 2 keraunos for that insta cast LR. Weapon varies from GMS (for demi human mobs) and 2AK carded weapons (for demons) such as Robot Arms or Crimson Mace. For rampage blast I use lvl 4 weapon also with True Chen Lio cards.
But don't get tied up with this set up in pvp/woe since these damage are greatly reduced when enemy is geared well with reductions. This set up is only good in pvm.
