I suppose this quest requires you to earn at least 90% of medals in every category (as seen in the chapter Medals of the Book, opened by pressing J), except Special for obvious reasons.
You can see the sum of your achievement points by opening the chapter "Ranking" at the end of the Book, but I have no idea where to find the actual completion percentage. EDIT: I suppose the highest-ranking character has about 100% of medals unlocked, so your goal is 90% of theirs in each category.
