Well, considering my scout is only 5.6K dodge with end game gear. I'd say so.
Scouts get a 25% passive of dodge rate.
Mages gets a 25% passive of dodge rate.
They're actually, able to have equal dodge rate after given stat buffs (wars)
Meanwhile, the mage gets to retain a hefty mana shield, tons of CC, more accuracy by a far far amount, and much more.
In a self buff fight, the scout could have an upperhand by its self buff of dodge rate up.
But, when it's a mage in glorious, the scout being in glorious as well, the dodge rates are equal.
When Luminous is on the scout, and same for the mage, dodge rates are equal when Wind Mastery is at max stacks.
Not balanced.

Hawker armor has more base dodge than muse armor. Plus no mage is going to have as much dex as a scout.

... there's so much wrong in this thread good grief.
1: Mages have more Dodge Passives, Wind Mastery is 25% PER stack [Maximum of 3 stacks]. IE, 75% at full stacks.
2: If you're a tank-heavy build, you do add quite a large volume of DEX, as Wind Mastery Only amps your base Dodge [DEX + Equipment Dodge total]. atm my DEX mage is on 235, but I used to have it as high as 300 on certain builds.
3: Mages having more dodge isn't necessarily imbalanced when you account for the fact that Scouts have Camo, and Higher Physical Defense.
Lastly, this is a PvM build. You'd never use it in PvP unless you were just going for the dailys or something, there is only 1 mute on a PvP morph and atm my build is on 0 Accuracy passives to open up fire mastery + 5 DoT's thanks to a PvM Morph I took.
In PvP, scouts aren't body tanking as much as a Mage either, the Scout only needs enough to get in, go for an execute on a weaker or wounded target, and get out with camo + movespeed. If a Wind Mage at max stacks hunts
you down because they were in combat long enough, then tough luck, it's no different than being a Dealer and getting camo kited by Raiders 24/7 thanks to the double invis and Dealers having jack-all defenses / decloaks.
Again, this is a PvM build, can a Mage get higher Dodge than a Scout not accounting for gear CHOICE or any other global modifiers [Runes, buffs etc, anything that everyone has access to] Yes, but their DPS is going to suffer greatly for it. It takes me roughly 7-8 minutes to kill Ulverick right now. a Full DPS Mage with someone else tanking will do it in half the time. You sacrifice damage for tank in nearly every case.
That being said, Mages* are still some OP BS in PvP. RIP

Well, if you feel like dropping more damage, you can just drop the SEN down and add CHA to increase the Accu + Aspd downs more. and then ditch the dodge pots, but in all honesty, dodge pots are not hard to get.
Btw, you don't need stat buffs to tank Talratha like that on a Mage, I just took them for Damage and because it made cleaning up to Talratha easier. Should easily still be possible with runes and passives.

.... gonna say this again just to make sure everyone understands it. I don't add to Defense... not in subs, not in anything aside from 1 rune which was just coincidence, I took it for the skill power / aoe radius. The trick to tanking on a mage has nothing to do with defense. =.=

Mana shield has a damage cap, however it doesn't have a hard code accomodating critical defense % into the damage cap, that's why you're getting hit higher on your mana shield than you are without it being active.
If there was no damage cap on mana shields, many classes would 1 or 2 shot mana shields in stat buffed wars.

Saw you Vid, you need to work on damage yis.
Also, why didn't you take the Accuracy down? That's a staple effect to tanking on a Mage.
