The missing files seem to be from this patch which has been commented out for some reason:

Reinstall then review the Mod. patch script compare notes
the source must be the newest version/updated patch,

This has been officially fixed yesterday, now reinstalling should not cause the client to skip a patch file.

Hello,

Server is currently undergoing weekly maintenance, once it's over please make sure to patch your game client. If the issue persists reinstall the game using the client's setup.
