According to this site i should get 46% just from the 85 lvl daily quest with all those bonuses i have instead i have like 20%

i never in all my time playing have gotten a straight answer toward these types of questions. they just wont admit it....

I level'd a character not long ago, without an event, i was doing 70 and 85 dailys, and combined they gave less than 30% at lvl 89, probably, closer to 25%, and i used all of the same bonus as you + happy hour.
That RU site has many bugs, that kind of EXP i believe is with possibly +100% exp event or more
