Is it only in December regardless of year?
Does the 15% drop effect work with all drops or just carrots?
Do all Costumes similar to this take effect during their respective months, regardless of year?

Anything this hat gives got removed the 31st of December 2017...Meaning it's just another costume headgear with no added benefits.
