SO im using winxp and when i run the ragnarok DLM ,it reported that : Host_IEVersionFail, and i can`t install the game . Any help ?

Unfortunately, the cause of this error is unknown. You can download the installer from one of my mirrors instead; however, the latest version of the Renewal client isn't compatible with Windows XP.
I strongly recommend that you upgrade to a newer version of Windows because Windows XP is over 16 years old and is no longer supported by Microsoft.
