Name of item/quest with issue: NPC Nihil M. Heine is nowhere to be found

Type of Issue (choose): Quest
Describe the issue: can't initiate the 16.2 since the NPC is missing.

Dear GM,

During the 16.2 storyline, I accidentally dropped a required item, Blessing
Star, and I couldn’t continue to finish 16.2 storyline without it. Could
you please help restore the item or give me the way to solve this problem?

* Characters Name when run Quest: Ta_shigi*  Job : Warlock Lv. 158 
* Quest Name: 16.2 Terra gloria
* Item name of quest:   Blessing Star
* Stuck quest in stage: (example: fail on part 6b)   Main Quest Continued again  Part 2  (https://irowiki.org/wiki/Terra_Gloria)
