Etran Undershirt or slotted Cloak of Survival for Huge neutral reduction without elemental incoming damage penalty plus anti-knockback and completing survivor set combo ( Wind bender aang & earth bender toph beifong with huge MHP & MATK% boost combo with flattery robe and huge FCT reduction)

Faw / Ferlock Cloak if you requires Huge VCT reduction and flat matk boost

There are no best all around garment, all garments are situational with their pros and cons

Use airship cloak if you can't have FAW or ferlock cloak. It's free and farmable.

Pros:
-20% cast reduction. (10% different from FAW)
-has 1 slot. You can slot anything.
-10% neutral reduction. (Able to compete with FAW bonus)
-no need money for refining or buy this gear. (You can farm as much as you like)

Cons:
-you need level 125 character.
-no extra matk or cast like full enchant FAW.
