May i ask, i saw many people (vender) like to say Sell> Drake effect vicious mind weapon

So The Drake Card Function is Remove Size Penalty in weapon, is it both things is same effect? or it is different?

It's the same. Basically it has the Drake effect planted into it. The little code means "Recovers 100% of the Damage lost due to size penalties".
