Nope, you get blocked as well since even though you won't be a part of the union, you are backing and implementing this bill and will be effected by it.

UK is still EU as of now, and when it does leave EU, it will adopt GDPR too

The whole continent will be blocked including non EU members like Iceland, Switzerland, Norway, Serbia or even Turkey.
