Problably it's a selfish request but, i'll try to see the answer.
This item is useful to leveling third classes (+10 Phreeoni Wings [1] = 200 HIT), but some classes (like taekwon kid ranked and
evolutions) can be benefited, if you lower the item's minimum level by one (from: 100 -> to: 99).
In my opnion this don't make a huge diference.

it wil affect TE woe but they can still disable it anyway
