Probably because magic doram is still garbage even with that hat whereas 100% bypass for other classes actually matters.

Should disable the stoop cooldown reduction in woe maps, kinda dumb if they can cast stoop more often in woe, they are already too damn tanky being brute race, and then stoop reducing another 90% is extra OP, then being able to use it more?...
