Where do I get 9th Grade Apitropes, Bindrunes and Talisman's?

 

If they are not available, how do I refine grade 9 items?

9th grade astropope and 9th grade bindrune are reward from Sikuku Catacomb dungeon (or diassemble from 9th grade amor/back items, they're reward from SC dungeon as well)

Damn! I'll never get to the dungeon, and it seems silly to spend billions on something just to disassemble it.

Check vends. People are selling them (talis, bind, apo)

If you are high enough level to use grade 9's, then you're high enough to get the TBA's to refine them. I don't see what the problem is.

Or you can disassemble grade 9 items.

Vendors in front of Crune. They're cheap as hell compared to anything in the game now.
