whats best headgear give aspd can used for all class now?

New Devil's Hand is like 20% aspd at +9. Dunno if there's anything better though.

+7 Feather Beret + Feathers of Protection is also a decent combo, cheaper than all the other suggestions here. Problem of course is that you cannot use it with Mob Scarf. Or Seraphim set, or Tengu set.

 

Total of 20% if you have 108 base vit, 15% otherwise.

I would say KPH but it's just 10% and is very out-dated with OCPs rn.

There is that ufo with 5% aspd.

+13 IRE is the best choice to go for aspd.

+19 IRE is the best hg but realistically, you can go for +15 IRE as soon as refine event is active. Other alternative is to stack as much as %delayafterattack gears (+9 devil hand 20%) to 100% to make it 193 aspd.
