Was wondering how this gene does cc without any cast time?

Is the insta cast from the PDM that he's wearing? 

Also , if PDM is doing that, i would be interested in getting it. In that case, would it be best to slot of Gold Scaraba card in the PDM ?

I guess you can achieve instacast if u manage to get INT+2xDEX=530. That gene has 197(INT)+354(DEX)=551, which is more than the 530 needed to reach IC CC (I hope my calcs aren't wrong lol). Btw, PDM and Sapphire helps a lot on getting these stats

He is either using VIP buffs, blessing lv 10 or Oda's elixir to get enough stats for instant cast. You can't really achieve instant cast without some kind of buffs.

You can achieve that by stats only, 

 

197 + ( 2 x 177 ) > 530
