Send a ticket to Warpportal Support. They can try to help you reset it after you verify personal details that you're the account owner.

hallo arbalist, i think i found a bug hmm happy hour box still hasn't dropped after MT. please help fix it or submit help to convey this info to njoror

As far as I know patch notes mention nothing about HHB, so it is most likely never going to drop again.
