I hear that they are planning to make the Devil's Hand class specific which means that non-Sura classes will no longer get the benefit from this headgear. Does this mean that it will return to it's original effects of instant cast on Lion's Howl, Mental Strength and Summon Spirit if Lightning Ride is at maximum level?

Yes, it will stick to its original intended effects.

 

Other classes will only able to enjoy its 10% ASPD boost part (Sura class got 20% boost) and 100% def bypass effects when refined to +10, the rest are exclusive to Sura class because of sura specific skills need to be raised in order to trigger the effects.

Do you know if the uninterruptible cast as well as the -50% FCT is getting removed for other classes as well?

It'll only remove FCT of Lion's Howling and probably won't touch Zen or SSP since they don't have variable cast time here, much like Enforcer Shoes didn't touch FCT of Meteor Assault. Uninterruptible cast will stay for other classes, -50% FCT won't.
